Grant Program Overview

Engrossed Substitute House Bill 2015 establishes a $100 million statewide grant program, administered by the Washington State Criminal Justice Training Commission, to support local and tribal law enforcement agencies in hiring, retaining, and training personnel. Funding is available through June 30, 2028, subject to reappropriation.

Grant funding may be used to:

  • Hire new entry-level law enforcement officers
  • Support co-response teams, including peer counselors and behavioral health professionals
  • Cover required training, including crisis intervention and trauma-informed practices
  • Support community outreach and broader public safety response efforts

WSCJTC will offer multiple funding rounds, providing agencies with several opportunities to apply and plan based on local needs.

Partial or Incomplete Applications 

If you do not have all the required information or documents ready, you may submit a partial application. When you have the missing information, return to this application form and only submit the missing information. Review of your application will begin once all materials have been received. The official submission date will be the date your application is complete. 

🔷 Does my jurisdiction have to enact the ESHB 2015 tax in order for my agency to apply for a grant?

No. There are three pathways to be eligible for a grant.  Only one is required. Either, 

  1. An agency's jurisdiction must enact the sales & use tax pursuant to ESHB 2015, or  

  2. An agency has to have received funding from the sales & use tax for criminal justice purposes pursuant to RCW 82.14.34, or  

  3. An agency has to have received funding from the sales & use tax for counties and cities pursuant to RCW 82.14.450.  

🔷 My jurisdiction has already completed the sales & use tax application. Do we need to resubmit another application?    

No, you do not need to resubmit the full application. You will need to submit the Post-Tax RCW 43.101.540 (ESHB 2015) grant application, which is available on our website, that removes the agency policy and practices requirements that you completed for the Sales & Use Tax Authorization Verification Form.   

🔷 Can an agency apply in more than one funding round?

Yes. Agencies may apply in any open funding round, provided they meet eligibility and compliance requirements at the time of award.

🔷 How are grant funds distributed?

Grant funds are generally distributed on a reimbursement basis. An exception may apply for certain training-related expenses, as allowed under RCW 43.101.540. Expenses are eligible for reimbursement from the date WSCJTC verifies that the agency meets the grant criteria.

🔷Can contract cities apply for a grant?

No. RCW 43.101.540 provides that only local and tribal law enforcement agencies may be awarded grants. Contract cities can work with their contracted law enforcement agency/agencies to access grant funding. While the law enforcement agency must make the grant application, those funds may be used for allowable uses, including broader law enforcement and public safety efforts (see RCW 43.101.540(7)(c).
