Sergeants will receive additional compensation equivalent to nine (9) twelve hour Kelly days, up to a maximum of one hundred eight (108) hours in a work year. SUMMARY This position is the first line supervisor of Corrections Officers in the performance of their duties. The position supervises activities on an assigned work shift within the Corrections Facility. Those activities will include but are not limited to the following: implementation of Division policies to ensure the safety, security, control and well-being of inmates and the preservation of the Rights of the Incarcerated. Work is normally performed in accordance with established plans, policies, and procedures and with considerable judgment and leadership required in addressing emergency situations, and in directing assigned Corrections Officers. The Corrections Sergeant supervises corrections officers assigned to the shift, and assists administrator as needed. Reviews paperwork and actions of subordinates, provides for staff training, reviews work of assigned corrections officers, performs inmate disciplinary hearings, and participates in corrections disciplinary action, as needed. Performs a variety of duties involved with the care, custody, and control of inmates. Admits and releases inmates in accordance with established procedures. Guards’ inmates in the City Jail, assuming responsibility for assuring all needs of assigned inmates are met while under detention in City Jail on assigned shift, including locking in cells, serving meals, obtaining medical aid, and miscellaneous other needs. Will be responsible for assigned administrative duties. DISTINGUISHING CHARACTERISTICS The Corrections Sergeant classification is distinguished from Corrections Officer by first-line supervisory duties and by greater administrative independence. Decisions of the Corrections Sergeant require anticipation, identification and analysis of information from a variety of sources, evaluation of situations and a high level of judgment regarding alternative courses of action. The Corrections Sergeant classification is distinguished from the Corrections Commander classification by the Commander’s greater responsibility in the areas of hiring, discipline, and program management. Sergeants are expected to lead, motivate, and evaluate the work of assigned personnel. SUPERVISION RECEIVED AND EXERCISED Reports to: Commander Supervises: Corrections Officers ESSENTIAL FUNCTIONS • Sergeants may be required to act Acting Commander on occasion. • Administrative and technical duties and is performed independently in accordance with broad established plans, policies, and procedure. • Monitors, observes, supervises and instructs corrections officers in the performance of their duties. Ensure the efficient use of resources. • Advises and assists assigned corrections officers in interpretation and applications of federal, state and local laws, current case law, best practices, city ordinances and City of Issaquah Police Department Policies. • Train and evaluate the performance of Employees. Plan, assign and direct work. Coach and counsel, reward and recognize, address complaints and disputes and implement department and individual expectations. Participates with recommendations to Commander regarding discipline, commendation, personnel action, or extra duties. • Performs all the duties and responsibilities of a corrections officer on any assigned shift. Assuming corrections functions as needed. This may include requesting K-9 and cell searches. • Reviews and approves strip searches • Reviews all jail Use of Force, emergency medical, and jail incident reports. • Conducts Use of Force interviews when applicable. • Timecard approvals, monthly probation evaluations, annual evaluations, end of probation reviews, master vacation and time off approvals, and quarterly uniform inspections. • Monitors and follow through of facility work orders • Evaluates departmental programs, procedures and practices for effectiveness and makes recommendations as appropriate. • Assists in coordination of shift training, including mentoring of employees. • Supervises of the storage and preservation of inmate property. • Directs the preparation and maintenance of inmate records and documentation related to facility operations; reviews reports prepared by subordinates to ensure they are accurate and prepared in a professional manner; compiles statistics and prepares periodic reports of correction activity. • Investigates PREA and internal complaints related to jail activities; coordinates and conducts hearings related to inmate disciplinary action and reclassification status; assures compliance with due process laws and preparation of appropriate written documentation. • Carries out court orders related to inmates and facility. • Oversees cash regarding bonds, inmate accounts, and inmate property. • Manages monitors and operates closed circuit television cameras and emergency monitors; controls all entrances, doors, and gates within the facility; and watches for potentially dangerous, suspicious situations, or activities within the facility. • Coordinates with contract police agencies to ensure proper jail population. Prepare monthly billing reports. • Coordinates services with probation departments, attorney’s, health services, other correctional facilities and courts. • Monitors equipment and supplies, ensuring employees and Jail have necessary items for unit operation. • Participates in ordering, inventorying, and assigning of equipment, supplies, and uniforms. • Attends interdepartmental meetings as directed and disseminates information. • Participates in the interviewing/hiring process of new Corrections Officers when needed. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Modern Correction’s methods and techniques, State, Federal, and City laws and Department policies and procedures. • Record-keeping techniques, maintaining records and preparing reports. Skill in: • Communicating effectively, both verbally and in writing in English. • Problem-solving. • Decision making and conflict resolution. • De-escalate combative individuals and situations Ability to: • Work under pressure and remain calm in stressful situations. • Work effectively with diverse individuals, groups and organizations. • Adapt and lead to changing community and department needs. • Effectively and professionally communicate to subordinate and management EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS • Must have served at least three (3) years in the position of Corrections Officer with the Issaquah Police Department. or • Five years of Corrections Officer experience with any corrections agency. • A combination of education and experience that provide the candidate the knowledge, skills and abilities to perform the job will be considered. • The candidate must not have been reduced from the designation of sergeant for disciplinary and/or performance reasons within the last year prior to application for the position or have evaluations showing three or more ratings of "does not meet expectations" on one evaluation, or any major discipline in the past 2 yrs prior to testing. • Must be a certified Correction’s Officer in the State of Washington or able to attend an equivalency academy and be able to obtain a First Line Supervision certification. • Valid WA State driver’s license. • Be able to speak, read and write the English language as specified in RCW 41. • Ability to maintain physical custody of others, which may include application of physical restraint techniques. SPECIAL QUALIFICATIONS • Access certification. • Maintain and operate a portable Breathalyzer unit (PBT). • Maintain and operate a taser. • Maintain and operate a firearm. • Valid first aid and CPR certification. WORK ENVIRONMENT Conditions may include various shift assignments, night hours, emergency situations, call-back on short notice, working weekends and holidays, and exposure to the hazards and conditions associated with the duties and responsibilities of a Correction’s Officer.
