This position reports to the Agency Deputy Director within the Director’s Office of WSLCB. The Enforcement and Education Division is headquartered in Olympia and has 4 regional offices, 7 field offices and one evidence facility located across the state. Reporting directly to the Deputy Director, your position will provide frequent input to the Agency Director, Deputy Director and three Board Members on policy considerations, needs, and impacts. In this role, you will actively promote a fair and inclusive workplace by developing and implementing strategies to increase diversity in hiring, analyze data to identify disparities, and work with leadership to cultivate a culture of inclusion across all levels of the organization, often requiring strong communication, interpersonal skills, and a deep understanding of social justice issues. As the Chief/Director of Enforcement and Education Division, you will offer strategic direction and oversight for the division responsible for liquor, cannabis, tobacco, and vapor product enforcement in Washington State. In this position, you will oversee enforcement and education activities at over 18,700 liquor licensees, 5,900 tobacco licensees, 1,070 cannabis licensees, and 4,000 vapor product licensees. Your position will supervise 4 direct reports and have oversight of 134 commissioned Law Enforcement Staff and 62 non-commissioned staff assigned throughout the state. In addition, your enforcement responsibilities will include managing the state's Tobacco Tax Enforcement program, illegal operations at unlicensed locations, and contract oversight of collaborating federal programs, such as Food and Drug Administration (FDA) and Federal Bureaus of Alcohol Tobacco and Firearms (ATF). You will also be responsible for engagement in labor relations for two bargaining units; legislation review, analysis, and drafting; administrative rulemaking review, analysis, and drafting; and media relations.
